Trigger when: a user asks to translate a Swiss legal document or term, or a document must be prepared in a different national language. Uses fedlex-sparql for statute text verification. Delegates citation conversion to swiss-citation-formats. Do NOT trigger for: citation formatting without translation (use swiss-citation-formats), document drafting (use swiss-legal-drafting), or general non-legal translation.
