Use whenever the user works with Forge in any project, asks to build/create/automate/scrape/refactor something via Forge, says START NEW or CONTINUE, or writes a Forge trigger phrase like "install Forge V2 into this project", "use Forge system", "gebruik Forge systeem", "start Forge dashboard", or "gebruik forge voor dit project". Defines Forge behavior (dynamic ECC agent pool, project isolation, optional Codex review, honest reporting), per-project localhost dashboards, and the project-local installer. No hooks, no security blockers — instructions only.
