21	- ⛔ SHELL SAFETY — for `--runtime` always use `"PYTHON:3.14"` (colon). Never `"PYTHON\|3.14"` (pipe is a shell operator).
22	- ⛔ NEVER `az webapp up` — deprecated. Use Step 7 commands.
